Using data collected from the Consumer Credit Data (CCR003) form, I would like to know:
- The total number and value of high cost short-term credit loans
- The total number and value of high cost short-term credit loans in arrears
- The total number and value of pawnbroking loans
- The total number and value of pawnbroking loans in arrears
- The total number and value of Home credit loan agreements loans
- The total number and value of Home credit loan agreements loans in arrears
I would like this data as a total for each of the last four years, with September 30th 2022 as year-end. If this is not possible, then please use September 27th as year-end.
FCA response:
Firms submit their CCR003 returns for reporting periods which are relative to their own accounting reference dates[1]. For most firms this is only once annually. As a result, we are unable to aggregate this information to reflect a specific calendar period. The table below aggregates firms’ CCR003 submissions for their annual reporting periods ending within set 12-month periods with end dates of 31st July. For example, the column relating to the 12-month period ending July 22, it will include any annual reporting periods ending between 1 August 2021 and 31 July 2022.
The information provided reflects the data submitted by firms on CCR003 on rows 3 (Home credit loan agreements), 5 (Pawnbroking) and 6 (High-cost short-term credit) with some limited cleaning, this being:
- Exclusion of duplicate submissions by a firm within a 12-month period as a result of changes to accounting reference dates.
- Correction of clear misreporting of the order of magnitude of vales.
Correction of clear misreporting of agreements against an incorrect activity row.
Lower numbers in recent years in part reflects the effect of COVID19 pandemic and a number of firms exiting the markets.

The data items in SUP 16 Annex 38AR (Data Items relating to Consumer Credit activities) should reflect the standard accounting practices followed in the preparation of a firm’s annual report and accounts, unless otherwise stated.
Some firms will choose to retain non-performing agreements, while others will sell these agreements to debt purchasers, or write them off entirely. The information provided does not include any relevant agreements held by debt purchasers.
The table does not include relevant agreements facilitated by peer-to-peer lending platforms if the lender in those agreements is not a regulated lender
