I am trying to understand the contract-based DC pension schemes a little bit better in the UK and I came across a really helpful report made by the FCA, the "Retirement income Market Data". https://www.fca.org.uk/news/news-stories/retirement-income-market-data

I would like to know if it would be possible to have access to the list of companies that are part of the sample used. It seems the sample is made of 95 different companies. I would like to know if it would be possible to have access to the list of 15 GAR providers too. "Fifteen providers in our sample had pension policies with Guaranteed Annuity Rates (GARs)"

About the general market overview, I was looking for some number the I haven't been able to find so far, so I was wondering if you could help finding the o the right report or giving me some advice of where to look. I would be interested in the total number of contract-based DC schemes in the UK and how much they represent in value terms. Would that be possible to have the split between GAR schemes and non-GAR ones?

Update to FOI4462:

I would like to request an update on the data below to as close to the present day as is possible?

Original request:

Please can I have the below functions split by gender where the applicant have stated Mr, Ms, Mrs and Miss in their application.

  • How many Control Function 10 Holders are women

For ease am happy for you to pick a specific day in 2015, perhaps the last day of the year.

If possible the comparison for the same day in 2014 would be very much appreciated as would 2013 but if the information is onerous to gather 15-14 would be sufficient.

FOI4870

Request on bridging lenders authorisation since May 2015.

  • How many bridging lenders have applied for authorisation since May 2015?
  • How many have been approved/still waiting/declined?
  • Please could you break down the above information by month?

Clarified on 10 October 2016:

"I cannot identify the information you have requested from the details you have provided.  To help us meet your request could you please therefore redefine it, specifying:

Do you wish to know the number of applications for firms applying for the permission ‘entering into a regulated mortgage contract as lender’ and will solely be offering bridging loans or do you require the number of firms that offering bridging loans in addition to other regulated mortgage contracts?"

To clarify, I was referring to the latter suggestion - the number of firms that are offering bridging loans in addition to other regulated mortgage contracts.

In other words: How many lenders have been authorised to offer bridging loans since July 2015, regardless of their other offerings?

Names of individual firms that retain incoming and outgoing EU 'passports':

On 20 September the FCA released to the Treasury Select Committee a statistical breakdown of the number of holders of incoming and outgoing EU 'passports', broken down by directive.

The data had been extracted from the FCA's TARDIS database.

I would like to request a list of the names of individual companies and firms that retain 'passports'.  I would like the list broken down under each directive (i.e. the names of individual firms that hold passports under AIFMD, or IMD, or MiFID and so on).

We are aware that the FCA hold records against individuals who work in the financial service sector relating to their fitness and properness to work in the sector, and that on occasion individuals are marked as 'non routine' in terms of their application status. With this in mind:

  • How many records on fitness and propriety does the FCA hold for 2014, 2015 and 2016?
  • Of those, how many are categorised as “non-routine” for 2014, 2015 and 2016?
  • What is breakdown of the reasons for the “non-routine” status for 2014, 2015 and 2016?

How many people designated as “non-routine” have raised concerns about wrongdoing, risk, malpractice or breach of FCA regulations either to the FCA, to their employer or to some other third party for 2014, 2015 and 2016?

Request Clarified 26 September 2016:

In your email you asked:

  1. "In regards to the first part of your request you state how many records of fitness and propriety does the FCA hold for the requested respective years. Do you mean applications for approved persons?"  I can confirm we are asking for the number of applications for approved person status for the respective years.
  2. You also asked: "Are you asking how many individual applications are classified as non-routine due to the above reasons or whether the above reasons are raised as concerns as a consequence of an application being classified as non-routine?" We're asking for both. Firstly for a breakdown of the reasons individuals were given "non-routine" status for the years stated, and  secondly  the number of individuals given "non-routine" status for raising concerns about wrongdoing, malpractice or a breach of FCA regulations to their employer, the FCA or another third party (e.g a different regulatory body, media, MP etc).

By ‘market abuse’ investigations, I mean investigations that have been opened by the FCA in order to investigate whether market abuse for the purposes of section 118 of the Financial Services and Markets Act 2000 has been committed.

  2. As at the date of your response to this request (or the nearest date to your response), how many enforcement investigations has the FCA opened into individuals who are designated as: (a) Senior Managers, or (b) Certified Persons for the purposes of the new FCA/PRA Individual Accountability Regime since the introduction of that new Regime on 7 March 2016?

In respect of the Insurance Mediation Directive passport, please can you confirm how many firms have informed the FCA of their intention to surrender it? That is, cancel their passport. Has this ever happened?

Secondly, as the Insurance Distribution Directive became effective from 22 February 2016, are IMD firms expected to apply for the passport under the IDD regime  - if so what is the process?

As part of our responsibility to ensure the integrity of the UK financial markets we require all authorised firms to have systems and controls in place to mitigate the risk that they might be used to commit financial crime. Dealer inventory data : FCA Occasional Paper 14:

I am interested in the dealer inventory data used in the FCA Occasional Paper 14 (Figure 3, page 11).  This draws on regulatory returns.  Would the FCA be able to release (a) these data, which run from Q2 2008 up to Q4 2014, and (b) further analyses of subsequent quarters, again on an aggregated, anonymised basis?

It would be in connection to research into capital markets that I am considering.  An early - say in the next week - answer in principle (i.e. not necessarily with the data) would be much appreciated, if possible.

Your interpretation is correct. I would indeed like to know:

  2. and then the number of firms regulated to provide financial advice in 2006.

If you could provide the total number of convictions for each type of forbidden activity too (i.e. insider trading, money laundering, terrorist financing etc.) this would be very helpful.
  2. Provide data on how many were convicted as part of LIBOR and the number of investigations into this.

Change in Control applications:

Individuals or companies that wish to acquire or increase control in a firm regulated by the FCA must seek the FCA's prior approval, according to the requirements of the Financial Services and Markets Act 2000 (FSMA).

In relation to such applications for approval, if the FCA rejects the approval, the individual / company seeking the approval can contest that decision and refer it to the Regulatory Transactions Committee (RTC).

It is against this context that I request the FCA to disclose the following:

  1. the number of Change of Control applications received by the FCA in 2013, 2014, and 2015 (years ending 31st December) and 2016 (to date) respectively;
  2. the number of those applications received, per year, that were withdrawn by the subject firm / individual; and
  3. the number of those applications received, per year, that were rejected by the FCA.

Finally, if possible within the time and cost restrictions of the Freedom of Information Act, in respect of c) is it possible to have a breakdown of those rejections per sector?  I believe the categorisation used by the FCA is C1 to C4, although I am happy to receive the data in whichever format it is held.

It was reported 31/12/2015 that the FCA has shelved its plan for an inquiry into the culture, pay and behaviour of staff in banking. No information has been published on how this decision was reached, except to say that the FCA believed it would be better "to encourage the delivery of cultural change through other routes". However, an inquiry is a work of investigation which leads to recommendations, whereas "encouraging the delivery of cultural change" implies that no investigation is needed or that it has been completed already.

Please provide an explanation of:

1. How the decision to shelve the inquiry was reached, including; 1.a any evidence that supported the decision, and specifically; 1.b how the previously perceived need for investigation has been obviated.

On what basis have you shelved plans to openly review the banking industry culture? This request if for the relevant recorded emails and minutes.

Given £60Bn of banking fines in recent years and only one conviction it is clear that the banking industry has a long way to go to demonstrate a reformed culture since the banking bailout.

As a regulator of a recently failed industry the proposal to drop a commitment to openly review banking culture appears to be an act of neglect and cover up.

Ideally if you can send me the relevant minutes and emails relating to this issue. In particular if there is any input to your process from external bodies or advisers.

The time period in question should cover the period when a change of policy was being considered or the last 6 months whichever is the shorter.

Please can I have a list of all SIPP operators that are currently regulated by the FCA. This is for companies who administer/run SIPPs.

A previous freedom of information act shows that in Q2 2015, there were 95 providers of SIPPs, but I am after a list of each of the companies. CP15/30 states (on page 90) that there are roughly 750,000 new SIPP contracts each year.
